 I think it's kind of a bug that `/foo/` works - #10114 is probably what
 introduced it.

 The current behavior was discussed at some length a number years ago - I
 think it was still in the gaim days and I can't find anything to point at.

 Making `//something` result in the same thing as `/say /something` would
 be a potential enhancement request, but it isn't a bug.
