 As the instructions in the [wiki:"Scripting and
 Plugins#WhydoesntmyPerlpluginshowupinthePluginsdialog" FAQ] say (as well
 as the previous comments on this page), you need to use Perl 5.10.
 I realize that is out of date - patches to update it are welcome.

  * The Perl Interpreter isn't compiled into the binary, you need to
 provide a compatible interpreter.
  * If a suitable Perl interpreter was found, then the plugin would appear
 as enabled in the Build Information dialog
  * There is handling to pull the !ActivePerl installation information out
 of the registry, otherwise it'll look in the System PATH for the Perl 5.10
 runtime dll.
  * perl.exe is irrelevant
