Comment:

 That option do add a notification in the Buddy List + it do send the hint
 to the window, also, now it shows a notification in the system tray.

 I guess what you are looking for is a "system" notification, right? If so,
 it can be done in a plugin.

 If you want a popup from pidgin itself I don't think that is a good idea,
 the decision was made to show the notification in the Buddy List window
 (+all other alerts).

 (I don't think this is gtalk related but pidgin
