 The OPT_PROTO_NETWORK_OPTIONAL shall treat an account of such a protocol
 always as online, so that the contacts where still visible if the network
 connection is not estabilshed.
 The difference between this and the "force_online"-command is, that
 specific protocols can ignore the network manager.
 That is useful for plugins that talk to a local server or for sending sms
 via mobile.
