 I can confirm this is still an issue in Windows 8.1 64-bit with Pidgin
 2.10.9. Using the plugin "Windows Pidgin Options" with "Dockable Buddy
 List" and "Keep buddy list window on top - Only when docked". Let me know
 what I can do to assist.
