#16238: Don't let the "connecting" state block unread message notifications from
the status icon

When I get new unread messages, I could care less whether pidgin is in the
process of connecting to one server or another. The "connecting" state of
the status icon should not take priority over the "pending" state because
nobody cares about knowing when they're connecting to a server, and
everybody cares about knowing when they have pending messages. That is to
say, the little connecty-plugs "connection in progress" icon in the system
tray should never appear while there are pending unread messages.
This has been bothering me for a while. Finally decided to fix it after
someone tried to get in touch with me for the better part of an hour
yesterday and I didn't even see it because a flaky server pidgin was
continually "connecting" to hid the pending status.
I think this fixes the problem. I tested it:
1) send message from test account leaving it in background so unread
2) disconnect/reconnect to some slow server
3) status icon continues to blink even while connecting
If there's something I've missed let me know.
