 Notification sounds sent to pulseaudio should be sent as "system sounds",
 so that they respect the "system sounds" volume slider (which control most
 notification volumes).

 Currently, pidgin appears for a split-second while sounds play, making it
 almost impossible to use pavucontorl to adjust its volume. It also means
 its volume does not follow the rest of the OS notifications' volume.
