 Opened four years ago -- still happening today under Windows 8.1 Very
 annoying.

 Another way to deal with this is to install a program that arranges
 windows on demand. I use this to set up multiple monitors at my office.
 Use the ALT-SPACE trick mentioned above, then use the arrangement program
 to record and restore that position. Typically you can assign a hot key
 with these types of programs making it a one-step fix instead of the ALT-
 SPACE hassle.
