 Ahhh.  Upon further experimentation, it seems that it's the XMPP contact
 which seems to be overriding all others.  So for example, if I have a
 merged contact which I can use XMPP, Facebook or Skype to reach, and I set
 Facebook to "show when offline" the merged contact is not shown when all 3
 are offline.  I would expect to see the contact with their Facebook
 protocol when expanded.

 If I then set the XMPP contact to "show when offline" (but leave the skype
 contact as not "show when offline") I get the behaviour I would expect
 which is to show the merged contact even when all 3 protocols are offline
 and show the two protocols set to "show when offline" when expanded.

 If I then deselect the "show when offline" for the XMPP contact both the
 XMPP and Facebook protocol contacts disappear as does the merged contact
 even though the Facebook contact is still set to "show when offline".
