 I just built pidgin 3.0.0 and confirmed the same popup behavior.
 The easiest to reproduce is: in i3, click on the tray icon to minimize the
 buddy list,
 then do some monitor change with xrandr. Even changing the resolution
 should suffice:

 (trigger once)
 xrandr --output DP1 --mode 2048x1152
 (buddy list popped up and in highlight mode)

 (mimize buddy list, switch screen back)
 xrandr --output DP1 --auto
 (again, buddy list popped up and in highlight mode)
