Anybody can help reopen ticket #111 ?

Hi,

I'd want to submit real zh_HK translation for pidgin, which correctly
addresses ticket #111; but seems I can never get my way to the
trac (database locking error or something like that). Anybody has
the privilege to do that, or is the trac currently broken?
