Anybody can help reopen ticket #111 ?

My guess is that you don't have the privileges needed to reopen a trac ticket.
 I don't know if normal users are able to do that, or maybe you just need to
be the original submitter?  You could just file a new ticket and reference #111.

In any case, are you willing to actively maintain a zh_HK translation? 
Because just submitting a zh_HK translation for Pidgin 2.0.0 but then not
updating it for subsequent releases will be WORSE for anyone using that
translation because it will become out of date.
