Not only reopening trac ticket; I can't even login into trac at all (with
a newly created a/c)

Basically maintaining zh_HK is merely piping zh_TW translation through
a script. I've had discussion with one of existing zh_TW maintainer, and
he also agrees with that. So this would be easy task for me, and I'm
willing to maintain it.
