Translate to Vietnamese (vi)

I'll write separately to Nguyên (tiếng Việt).

We did translate Gaim two (?) years ago, but another translator asked  
to take it over. I don't know if he ever had time to follow through  
on that, but he didn't request we work on the translation again.

Basically, since we have so few translators, we are (or try to be!)  
one central Vietnamese free-software translation team. You can  
contact us at the address below, or contact me personally, so please  
do that if your translation lapses again, and you can't contact the  
assigned translator.

We are delighted that Nguyên wants to contribute, and will offer him  
full support. :D
