Notifications for string freeze period

We did not string freeze for 2.5.6, 2.5.7, or 2.5.8 because these releases did
not contain new translatable strings and were made simply by backporting changes
 from what will become 2.6.0.  Discussion is currently underway to determine
when we should begin string freeze for 2.6.0.
