I believe this means that at the current volume levels (it's a live input),
the audio would not be transmitted (i.e. the "silence" is being
suppressed).  A brief skim of the code supports this interpretation (the
output is either "DROP" or " " based on whether a threshold is met)

I don't know why it's capitalized.

Yes, that's my understanding of the term and its interaction with the
dialog.  See http://en.wikipedia.org/wiki/Silence_suppression.  If you can
think of a clearer English description, we could certainly change it for
the next release (although perhaps this list might take that as a bad thing
;) ).
