Updated Perl docs for Pidgin?

There is no good updated documentation other than the example scripts in
the source, and they aren't that great either. I intend to fix the
documentation up but have never sat down to actually do so.

Yes, perl plugins work in Windows, I believe the FAQ covers this and what
you need for it to work.
