XMPP IBB File Transfer

Marcus has in-band bytestream file transfer working in
im.pidgin.cpw.malu.xmpp.ibb_ft.  Apparently this is good to go in its current
form and can be merged for 2.5.3, as its changes are entirely internal to the
XMPP prpl.  Any chance we can get this merged before we cut 2.5.3?
