The first thing yet to speficy is how the cp devices are addressed 
- as buddies ?

Maybe a good starting point is hacking up the null protocol plugin
to pass private messages to some external command, which later will 
be the actual sms transmitter, and trim down the plugin to only
the really needed stuff (eg. kickoff chat-channels, login, ...).
