[GSOC] File Transfer Support for libpurple.

Hi Ashish,

 FYI: We will start some work on libnice shortly. (I am waiting for PO's to
be issued so we can engage the developers). We will do the work and engage
with rest of Pidgin-team here on the mailing list.

 Libnice is essential in order to fix NAT-traversals and stuff.
