The entry talking about using a comma delimited list of encodings is in the
IRC section of the FAQ (and only applies to IRC). It is trying to use a
single encoding called
"ru_RU.UTF-8,UTF-8,CP1251,KOI8-R,ISO-8859-5,russian,UTF8" (which obviously
isn't going to work).

You need to choose a single encoding for ICQ (note that your list contains a
number of values that aren't actually encodings ("ru_RU.UTF8", "russian"),
as well as two instances of "UTF8").
