Boarder from Editfield not movable - UTF-8 for IRC

Guten Tag Pidgin Support,

i have 2 Problems with the new 2.4

1) The Edit Field is to small, the Boarder can not be moved in any way,
which is between Chat-Window and Edit-Box.

2) The religious war about Charsets on IRC has the effect, that every
Channel has it's own charset ISO 8859-1 or ISO 8859-15 or UTF-8.
Could it be possible to select the charset per channel rather than per
Server - this would be very helpful...

...i ask here bevore i try to file in a bug or whish for that.
(is there a whishlist for features in further versions?)
