 If iChat can't handle a png icon, that really isn't a bug in pidgin.

 That said, I don't think that is the problem.

 I can set a 32x32 png icon in Pidgin and it appears just fine in iChat on
 a 10.4.9 OSX box.  Pidgin shouldn't be upscaling icons, that is never a
 good idea.

 I'm not sure what the problem you're running into is, but I think your
 analysis isn't accurate.
