 maybe another method to reduce tickets is to post on the side or above
 issues that should not be submitted. although people should search first
 they don't. Sort of like:

 The following issues are known and bugs are being submitted, please to not
 submit related bugs

 then again i have submitted duplicate bugs even after searching, due to
 different wording or just not finding them..
