 Hmm... my initial evaluation seems to be incorrect.
 The Pidgin installation by a restricted user will look for the global
 registry key, so that isn't the problem.

 How did you install GTK+?

 Do you have the appropriate registry entries (in
 `HKEY_LOCAL_MACHINE\SOFTWARE\GTK\2.0`)?
 If so, do you also have the `HKEY_CURRENT_USER` entries?
