 It doesn't.  [TipsForBugReports] describes how to create a debug.log file,
 but doesn't explicitly state that it must or even should be attached.   In
 fact, placing {{{ }}}'s around the log might make it look worse, as it
 will embed it in a scrolling frame, and wont wrap long lines at all.
