 There are plenty of reasons to turn the feature off, most notably that the
 blinking is highly annoying. The setting was placed in the tray icon menu
 because that is the widget with which it is associated and there was no
 clear, good, clean place to put it in the preferences window. At this
 point it could go under the 'Show tray icon when' preference, but I'm not
 really convinced moving it is necessary, it could likely be defaulted to
 on which means that the only people who need to find it are those who want
 to turn it off (which is likely to be smaller than the number of people
 who want to turn it on, also given that removing an annoyance would be the
 goal they would more likely search for a solution). But I'll leave that
 decision up to other people.
