I see what you are saying, although I still disagree with that design
decision, because of the following:
Your scenario (or the scenario you're potentially passing on from another
source) is based on the fact that the user wants to ''close all tabs''
contained within a conversation window, but if she wants to close all
tabs, it would be much faster anyway to just click the "Close Window"
button of the window manager instead of clicking all tabs' little close
(x) button.
That scenario's issue with moving the mouse pointer is reproduced but in
lesser effect even with the current behavior of the tab bar if it's
situated at the Top of the conversation window, because when the second to
last tab is closed, one has to move the mouse pointer a little bit to the
"Close Window" button of the window (even if it is just a little bit).
I'm still for making all tabs disappear when only one conversation is
open, no matter where the tabs are situated--it saves my precious desktop
space. :-) Alternatively, which might even be a better idea, is to maybe
create an option in the Preferences->Tabs section, where you would be able
to set your desired behavior--whether you want the tab bar to always show
if one conversation window is open (and the placement is set to anywhere
but Top), or you want them to disappear for that situation.
