Comment:

 There isn't anything that Pidgin can do to restrict visibility to your
 "Application Data" folder.  It is, by default a hidden directory, why do
 you think it isn't?  Entering `%APPDATA%` in your windows explorer address
 bar will take you to the directory.  Odds are there is some corrupted data
 in your blist.xml file and that is why it isn't being read.  You can try
 running it through an xml validator to figure out what is wrong.
