Comment:

 The files it refers to should be created when they don't exist, setting
 that value in prefs.xml should have no effect (unless you happen to have
 the Pidgin GTK+ Theme Control plugin loaded and put that in the
 preferences section for that plugin and then it *might* do something,
 maybe). And this wasn't a change we made, this was something GTK+ did.
