Comment(by deryni):

 Part of the problem in that second case is that 'Service' there is devoid
 of any helpful contextual clues. Once those clues are provided
 ("XMPP/AIM/MSN?") the user answers correctly. In the Add Account dialog
 the context is the dropdown box itself so 'Service' doesn't need to stand
 alone.

 I'm also not at all sure that 'Account Type' is as clear as we would hope.
 For example, I can easily imagine the following conversation happening

 {{{
 User: ZOMG! WTF! X is happening when I do Y!
 Support Person: Which Account Type?
 User: I don't know, a normal one.
 }}}

 or

 {{{
 User: ZOMG! WTF! X is happening when I do Y!
 Support Person: Which Account Type?
 User: There is more than one type?
 }}}

 But most of all I'm still really not sure we need a label at all.
 Honestly, I'd probably move the protocol dropdown outside of the 'Login
 Options' frame entirely so that it is the first thing the user has to deal
 with, spans the entire length of the dialog and is clearly going to affect
 the fields below it.
