 Presumably "normal size constraints" refer to the length of a buddy alias
 - so if someone, even if their off-line, have an alias that is X long,
 then the window wants to be X wide, *if* "extended preferences" is enabled
 and "allow buddy list to shrink below normal size constraints" is *not*
 enabled.

 That's as much sense of it as I have been able to make.
