Comment:

 By centering the dialog on your mouse cursor, it minimizies the average
 distance between your cursor and the smiley you want to click on. The
 dialog is transient, designed to appear when you need it, and then
 disappear when you don't. Can you explain why you choose to open it, then
 move it away before clicking a smiley?
