 The buddy pounce behavior arguably correct; relative to you, the buddy has
 just signed on.

 I assume that you're using the Buddy State Notification plugin, in which
 case this would be an Enhancement request for it to show notifications
 when there are changes that aren't really changes (i'm not positive that
 the core will let it get that far).
