Comment:

 The delay is necessary because without it people create contacts when they
 just want to re-order the buddy list. The delay is the only thing that
 keeps that from happening by accident (it used to quite often). You can
 manually expand a contact and then not have to wait for the delay if that
 makes things easier (right-click -> Expand).
