Comment:

 Assuming that people do not want to be contacted by people not on their
 buddy list is not something pidgin could assume. For protocols that
 support it (MSN is not one of them despite the Privacy dialog making it
 appear that it does, that is a very old bug) the Privacy dialog's "allow
 only on buddy list" option does exactly this sort of thing, but as a user-
 specified option. For MSN the best thing that can be done is to set the
 privacy dialog to "allow only those below" and add all your friends to the
 lists there (which they likely already are anyway).
