 Perhaps we should add some intructions to closed tickets to indicate that
 people can just request that they be reopened.

 Aha. As documented in the
 [wiki:Using%20Pidgin#CanPidginusemyWindowsIEProxySettings FAQ], we don't
 currently handle using an automatic detection script.  You might be better
 off setting the proxy settings within Pidgin manually.  There is a ticket
 to try to improve this situation, but that isn't likely to happen
 particularly soon.

 The 403 error will now cause the the notification to be suppressed
 completely - perhaps it would be reasonable to display an error message.
 I suppose if it happens consistently people are better off just disabling
 the plugin.  I didn't want it to be an annoyance.
