 I don't think that new icons are needed.

 This whole issue is fairly stale to me now but here's what I posted back
 in April 2008 (http://developer.pidgin.im/ticket/4998#comment:16):

   It looks to me like pidgin has 4 vertical pixels between the emblem
 icons, i.e. 16 for the icon and 4 empty pixels. gaim has only 1 vertical
 pixel between its icons. Isn't this the problem rather than the size of
 the icons? gaim had 16x16 icons and much less vertical space.

 With 11 pixel emblem icons, the reduced icon size makes up for the extra
 pixels that pidgin's formatting causes.

 Playing with this some again today, if I turn off the protocol icons, the
 spacing goes back to gaim-style. I think this says that the issue is that
 there is additional spacing (like a border) in place when protocol icons
 are shown.

 Given the controversy surrounding protocol icons, I can understand that
 the presentation of them wasn't fine tuned.
