 The tray icon blinking preference was moved to the tray icon menu because
 it is contextual to the location of its result and because the required
 explanatory text for the preference would be greater in the preferences
 dialog. We really don't get many questions about this so I don't think the
 change would benefit many people and would almost certainly confuse
 someone.
