Comment:

 This is the same set of symptoms as in #8229, unfortunately I don't know
 why it's occurring. Pidgin should receive another notification that causes
 another debug output along the lines of "Received Network Change
 Notification. Current network count is 1, previous count was 0".

 You could try using ospy++ as some_call_me_tim was going to try in #8229.
