 Under Win32 pidgin attempts to handle window placement of conv windows by
 placing them at previously known locations.

 An issue which occurs when placing the window manually is that newly
 created conv windows (such as when not using tabbed windows) get
 positioned directly over top any currently opened windows. This common
 scenario, which can be rather annoying, occurs while conversing with one
 buddy and then receiving a separate message from another.

 This patch attempts to resolves such problems by allowing Windows to
 perform the window placement of all conv windows (as it is done on all
 other OS's).
