Comment:

 Just to humor you I just tried disabling the URGENT hint, and it still
 flashes.  As I said, I haven't changed the window manager.  Its response
 to the URGENT hint is just making its entry in the taskbar flash.  The
 only other plugin I have enabled is Buddy State Notification.  I also
 don't have some crazy compositing stuff, just plain Kwin (3.5.9).
