 OK I think I figured it out.  Mandriva is applying a patch:

 bin/viewvc.cgi/packages/cooker/pidgin/current/SOURCES/pidgin-2.5.3-present.patch?revision=317116&view=markup

 to the package which definitely looks like it would cause this behavior.
 I reported to them that their patch is not needed.
