 I'm going to bet (though I could very well be wrong here) that what you
 are seeing is *exactly* what you are asking that pidgin do. That is
 client-side blocking when the server can't.

 Testing your account from another pidgin instance or a separate XMPP
 client should be able to confirm my suspicion.

 The fact that we show the dialog despite having client-side blocking is
 unfortunate, however I also believe that pidgin's having client-side
 blocking is unfortunate (as it means people cannot expect blocking to do
 what the protocol interprets blocking to mean and forces it to mean what
 pidgin thinks blocking means). Note that desiring a uniform client-side
 blocking layer is perfectly reasonable, I just don't think pidgin itself
 should be the one providing that (as opposed to a plugin, for example).
