Comment:

 The "Local Port" (default of 5298) is what is used for inbound connections
 of people who try to chat with you.  You will need to allow people on your
 network to connect to your machine on that port.

 Changing to 0 doesn't reset to the default - sets the value to 0 (which of
 course isn't a valid port and you can't bind to it).

 You will also need to allow inbound and outbound UDP connections on port
 5353 for Bonjour itself to work.  It is possible that the Bonjour
 installer will not set up the Windows firewall correctly to allow this.

 Your connectivity issues sound like a firewall problem.  I have no problem
 with Bonjour 2.0.2 (I don't use any firewall).
