Comment(by rekkanoryo):

 We have made changes to the way the Windows installer's translations work,
 starting with Pidgin 2.7.0. If the Turkish translator submits an updated
 translation in the standard way that has been used for years, and that
 updated translation includes the messages from the installer, when the
 next release of Pidgin is made, a Turkish installer translation will be
 available. (The idea here is that there is no longer is there a separate
 translation that someone needs to feel motivated to create just for the
 installer.)

 We do not ship individual language variants of Pidgin--there is just one
 master package that includes whatever translations exist. We have no
 intention of changing this, as it would be far more work than can possibly
 be justified. The translation used is selected either by the installer
 language chosen or the PIDGINLANG environment variable [wiki:"Using
 Pidgin#HowdoesPidginforWindowsdeterminewhichlanguagetouse" described in
 the FAQ]. Failing both of those, the Windows locale will be used to
 determine what language to run Pidgin in.
