 It doesn't flash in the taskbar nor is there any particular indication
 that a new window has been opened. But note that double-clicking or
 pressing enter on a buddy in the buddy list opens the chat window and
 gives it focus properly.

 I don't know how to disable the focus stealing prevention (if there is any
 such feature in GNOME) and search doesn't seem to help...
