 You press and hold capslock and type? Or were you indicating that you need
 to enable caps lock to type those characters because you cannot use shift
 the way you would for English characters?

 Ah, a quick test and I can duplicate this. This would seem to be a bug
 with how GTK+ interprets that keyboard layout. It seems to simply not have
 upper case versions of those letters in the caps lock state. You should be
 able to use dead-umlaut + [AOU] to get the character(s) you need.

 I don't know enough to say more though. datallah?
