 In the Preferences, both:

 - "Hide new IM conversations" = NEVER, and
 - "Minimize new conversation windows" is unchecked


 I notice this problem of IM chat windows going straight to the task bar
 '''only on Windows 7 when I have my buddy list also minimized'''.

 Meaning, if I have my buddy list minimized and my status set to Available
 - then whenever someone sends me a IM - that IM chat window also minimizes
 to the taskbar instead of popping up.

 I also tried to do HELP->DEBUG after a new IM but the Debug window was
 empty.

 windows'. Make sure the minimize pref is unchecked and that the hide pref
 is set to Never if you don't want windows to be minimized or hidden
 automatically.
