 That issue *most often* occurs when the local router contains a sub-par
 DNS server and that DNS server is in use. However, it also occurs in a
 number of other scenarios we specifically call out the filterwin2k case
 but others occur as well. The dig/nslookup commands listed are the way to
 tell if the problem is occurring (as is that expected debug output line).

 If those commands fail to return DNS results then you are encountering the
 problem and either need to fix it, need to get it fixed, or need to work
 around it (as indicated as the end of the following question).
